Ottawa Weighs Legal Action as Stelco Layoffs Begin

In brief
The federal government is weighing legal action against Cleveland-Cliffs, the U.S. owner of Hamilton steelmaker Stelco, after the company went ahead with layoffs that could affect up to 500 workers. Industry Minister Mélanie Joly said this week that “everything is on the table,” including financial penalties, a court order or a forced sale of Canadian assets.
What is the dispute about?
When Ottawa approved Cleveland-Cliffs’ purchase of Stelco in 2024 under the Investment Canada Act, the company made commitments to keep unionized employment levels and most non-union jobs, according to CBC News and the Financial Post. Stelco has since said U.S. tariffs forced it to concentrate production at its Lake Erie Works site in Haldimand County and idle cold-rolled and coated steel operations in Hamilton, Global News reported.
Joly gave the company an ultimatum in an Oct. 5 letter. Stelco replied on Oct. 9, saying it is not breaking its commitments. Cleveland-Cliffs CEO Lourenco Goncalves argues the layoffs are temporary until Canada and the U.S. reach a trade deal and has called Ottawa’s approach “bullying.”
What happens next?
Joly said the government has hired outside lawyers and is reviewing options under Section 40 of the Act, but she has not announced court proceedings or a timeline, and said talks with the company remain possible. Ron Wells, president of United Steelworkers Local 1005, wants Ottawa to enforce the commitments and has said he would back a public takeover; the federal and Ontario NDP have also called for nationalization.

Why it matters
Stelco is one of Hamilton’s biggest employers, and the case is a test of whether Ottawa can enforce job promises made by foreign buyers during the trade war.
