EU Parliament approves 14-day refunds and one claim form for travellers

In brief
The European Parliament on Tuesday, October 20, 2026, gave final approval to updated rules on passenger rights for travel by air, rail, bus, coach and boat in the European Union. The rules, passed by 652 votes to 2 with 8 abstentions, set a 14-day deadline for full refunds on cancelled flights booked through travel agents or online platforms and create a common EU claim form.
What changes for travellers
- Refunds through booking sites: if a flight bought through an intermediary is cancelled, the passenger is owed a full refund, including any booking fee, within 14 days. The airline has up to seven days to pay the intermediary, which then has up to seven days to pay the traveller. Euronews reported that the airline must step in if the intermediary misses the deadline.
- One form for claims: standard forms for refunds and compensation will be published on the European Commission's website in all EU languages. A carrier's own equivalent form can still be used.
- Companions travel free: a person travelling with a passenger with a disability or reduced mobility can fly free of charge when their help is needed, as is already the rule on trains, buses and ships.
- Stronger national watchdogs: national enforcement bodies can start audits, inspections or interviews with carriers on their own, without waiting for complaints.
When it starts
EU member states still have to give formal approval in the Council before the text is published in the Official Journal. According to the Parliament, the rules will apply from October 23, 2027, the same date as a separate update to air passenger rights adopted earlier in 2026. Around 13 billion journeys a year are covered by EU passenger rights.
VSH take: the biggest win here is for people who book through comparison and booking sites, where refunds have often bounced between the site and the airline. Until the rules start, keep your booking confirmation and note who you paid.
