EU Leaders Split on Energy Costs and Long-Term Budget

In brief
European Union leaders met in Brussels on Oct. 15–16 to tackle soaring energy prices, trade imbalances, and the next seven-year budget. Euronews reported that budget talks hit an impasse on Thursday and that European Council President António Costa will prepare a fresh compromise ahead of a special summit on Nov. 26.
Energy dominated early discussions as governments sought short-term relief for households and industry while defending climate tools such as the emissions trading system. Diplomats told Euronews that Italy and several central European countries pushed to delay the next phase of carbon pricing for transport and buildings, while Nordic governments warned against weakening the market.
On the multiannual budget, frugal net contributors pressed for deeper cuts and a leaner package, while a larger Friends of Cohesion group rejected steep reductions to farm and regional funds. The scheduled Thursday press conference was cancelled as talks ran long. Costa was tasked with bridging red lines before late November.
Ukraine was set for Friday's agenda with President Volodymyr Zelenskyy in Brussels seeking continued military and financial support amid strained ties with Washington. Separately, leaders reviewed trade defence options linked to the EU's large goods deficit with China after a limited deal on hybrid-car quotas.
Why it matters
Energy bills and the size of the EU budget affect prices, industry competitiveness, and how much support Europe can sustain for Ukraine.
