In brief

Industry Minister Mélanie Joly launched public consultations on a new Canadian space act this week at the SpaceBound 2026 event, Innovation, Science and Economic Development Canada said on October 22, 2026. She also released Canada's first Positioning, Navigation and Timing (PNT) Resilience Framework, aimed at protecting the satellite and ground systems that phones, banks, power grids and transport rely on.

What a space act would do

According to the government's release, the proposed law would set up a modern, comprehensive set of rules for Canadian activities in outer space, from satellites to other in-orbit operations. It builds on the Canadian Space Launch Act introduced earlier in 2026, which was designed to allow commercial rocket launches from Canada. Ottawa says the goal is to modernize and streamline in-space regulations so Canadian companies can compete globally. Canadians can share their views through public consultations this fall; the release did not give a closing date.

Why navigation and timing matter

PNT is the background service that tells your phone where you are and keeps clocks in sync across networks. Satellite systems such as GPS are the best-known source, but the new framework stresses having several sources, including ground-based technology and new sensors, so services keep working if one fails. The plan has four themes: diversifying Canada's PNT sources, strengthening home-grown capabilities with civilian and defence uses, encouraging investment in companies building these technologies, and improving awareness and preparedness through shared best practices.

The government says PNT underpins nearly all digital and physical infrastructure, and it highlights northern and remote operations, where a backup to satellite signals can matter most.

VSH take: most people only notice navigation and timing when their map app freezes. A first national plan for keeping those signals reliable is the kind of quiet infrastructure news that ends up affecting everyday life, from flights to card payments.

Why it matters

Clear space rules could attract launch and satellite businesses to Canada, while a resilience plan for navigation and timing protects services millions of people use daily without thinking about it.

People also ask

What is the proposed Canadian space act?

A planned law that would set modern, comprehensive rules for Canadian activities in outer space. The government is asking Canadians for input through consultations this fall.

What does PNT mean?

Positioning, Navigation and Timing: the services, such as GPS and ground-based systems, that tell devices where they are and keep clocks in sync.

What is in the PNT Resilience Framework?

Four themes: more PNT sources, stronger home-grown capabilities, investment and innovation, and better awareness and preparedness.
