In brief

Officials from Canada, Finland and the United States met in Québec City and Ottawa from October 19 to 21, 2026, under the Icebreaker Collaboration Effort, known as the ICE Pact, to advance plans for building Arctic and polar icebreakers. Canada's Defence Investment Agency said one highlight of 2026 is that all three partner countries now have icebreakers under contract and in production.

A shipyard visit and an industry day

Delegates toured Davie Shipyard in Lévis, Quebec, to see progress on the Canadian Coast Guard's Polar Max, a polar icebreaker being built in parallel at Davie's Nordic Yard Finland in Helsinki. They also joined an industry day hosted by Naval Quebec that brought together more than 75 companies from the three countries to show what they can build and look for ways to work together.

Skilled workers top the list

The national coordinators reviewed this year's priorities: more industrial cooperation to raise production capacity, training skilled workers for shipbuilding and Arctic technology, positioning the partners in the global icebreaker market, fixing supply-chain bottlenecks to speed up deliveries, and shared research and development. The agency named workforce development as a key outcome, pointing to Canada's newly launched National Shipbuilding Academy, which helps Canadians explore careers in shipbuilding and ship repair. The coordinators agreed to keep working together in 2027.

VSH take: icebreakers keep northern shipping lanes and coastal communities supplied, and building them takes years of skilled work, so the training push may matter as much as the ships.
