Ottawa and Ontario unveil $8.7-billion plan to shield steel, auto and mining jobs from U.S. tariffs

In brief
Prime Minister Mark Carney and Ontario Premier Doug Ford on Wednesday, October 21, 2026, announced $8.7 billion in investments and new measures aimed at protecting workers and businesses hit by U.S. tariffs, with the money focused on Ontario's steel, auto and critical minerals industries.
Steel: a new joint fund
The centrepiece is a Joint Steel Action Fund, with five-year commitments of $3.55 billion from Ottawa and $1.67 billion from Ontario. It is meant to help steelmakers diversify what they produce, supply growing Canadian sectors such as advanced manufacturing, energy and trade infrastructure, and reach new overseas buyers. The two governments also promise to favour Canadian steel in public buying through the Buy Canadian and Buy Ontario policies, tighten enforcement against dumped and unfairly subsidised imports, and set up a Canada-Ontario Steel Task Force whose first job is finding ways to cut steel shipping costs.
Autos and the Ring of Fire
For carmakers, the plan adds $2.5 billion over two years ($1.5 billion federal, $1 billion provincial) for new machinery and upgraded production lines for connected and electric vehicles. Canada's greenhouse gas standards for new light-duty vehicles will stay at 2026 levels through the 2029 model year, with yearly increases resuming in 2030. In Northern Ontario, Ottawa will match Ontario's initial investment of up to $1 billion over three years for roads into the Ring of Fire mineral region, alongside a joint permitting process and a working group with First Nations.
VSH take: the numbers are big, but the real test is whether plants keep shifts running while trade talks with Washington drag on.
