In brief

The federal government has announced a new Cabinet Directive on Regulatory Competitiveness and Red Tape Reduction that will require regulators to cut $2 in regulatory burden costs for every $1 they add. Treasury Board President Shafqat Ali announced the directive on October 21, 2026. It takes effect on December 31, 2026, replacing the 2018 Cabinet Directive on Regulation.

What changes for regulators

According to the Treasury Board of Canada Secretariat, the directive changes how federal regulations are made. Besides the two-for-one cost rule, regulators will have to assess how new proposals affect competitiveness, remove outdated rules as quickly as possible, use recognized national or international standards by default, and review regulations regularly to keep them effective and up to date. Proposals must still be based on an assessment of cost, benefit and risk, and regulators must uphold all obligations to First Nations, Inuit and Métis communities. The government says protections for health, safety and the environment stay in place.

How it fits with the bigger push

The directive follows Bill S-7, the Cutting Red Tape for All Canadians Act, introduced on October 7, 2026, which proposes amendments to 31 laws. Ottawa says more than 160 of nearly 500 red tape initiatives identified since September 2025 have been completed. The Canadian Federation of Independent Business and the Canadian Chamber of Commerce both welcomed the move, while stressing that the savings need to be real and measurable.

VSH take: a two-for-one rule is easy to announce and harder to measure, so the follow-up reports will matter more than the headline.
